What does FERPA require from our IT department?

FERPA requires your IT department to control access to education records — grades, transcripts, disciplinary records, and IEPs — so only authorized personnel can view them. Technically, this means role-based access controls in your SIS, audit logging of all record access, encrypted storage and transmission of student data, a written incident response plan for breaches, and a process for honoring student or parent record requests within 45 days. IT Center implements all of these controls and maintains documentation for any Department of Education compliance review.

Does COPPA apply to high school students?

COPPA applies specifically to children under 13. High school students (typically 14+) are not covered by COPPA. However, middle school students in grades 6–8 who are under 13 are covered, and any online service or app used with those students must comply. Schools can provide consent on behalf of parents under the school exception — but only for educational purposes and only when the school has obtained proper authorization. IT Center reviews your ed-tech stack by grade level and flags any COPPA risk areas before deployment.

What content filtering do we need for E-Rate?

CIPA requires schools seeking E-Rate discounts to block two categories: (1) visual depictions that are obscene, child pornography, or harmful to minors on computers accessible to minors, and (2) adult content on all school computers. You must adopt a written internet safety policy that includes monitoring online activity of minors, educating minors about online safety, and holding a public meeting before adoption. IT Center deploys CIPA-compliant filtering (Securly or GoGuardian), documents configurations, and provides the written internet safety policy template required for E-Rate certification.

How do we handle a student data breach?

A student data breach must be handled on two tracks simultaneously: FERPA notification and California breach notification law. FERPA requires notifying affected parents and students of unauthorized disclosure. California law requires notification in the most expedient time possible. IT Center's standard commitment is 72-hour initial response: contain the breach, assess what data was exposed, notify the Superintendent and privacy officer, document everything, and initiate parent/student notification drafts. We also report to any ed-tech vendor whose systems were involved, per AB 1584 agreement terms.

Can IT Center manage our entire Chromebook fleet?

Yes. IT Center manages Chromebook fleets of all sizes via the Google Admin Console. Services include enrollment, organizational unit (OU) structure design, policy enforcement by grade level or role, app and extension management, forced re-enrollment for lost or stolen devices, remote wipe, usage reporting, and OS update management. We configure student-specific policies such as Restricted Mode for YouTube and SafeSearch enforcement that satisfy CIPA requirements. For large 1:1 programs, we provide onsite imaging and deployment support at the start of each school year.

What is AB 1584 and what does it require?

California AB 1584 (Education Code 49073.1) requires that before a school provides any student data to a third-party ed-tech company, a written contract must exist specifying: (1) student data is the property of the school, (2) the operator cannot use data for non-educational purposes, (3) the operator must delete data upon request or contract termination, (4) the operator must notify the school of a breach within 72 hours, and (5) the contract must describe the security protections the operator maintains.
